And neither can the thief that nabbed em, or your air compressor. 

Stop storing shit in the basement.  It's obviously not working out.  Use your tires as a base for a coffee table or something.

 Each time the maintenance man gets fired / quits = me "losing" things from the basement.  Things too large to "lose"... 

 That place has massive amounts of storage.  I shouldn't have to clutter my apartment with rims, tires, air compressors, etc.  I'll just move out before I put that shit in my spare bedroom.  The Quayside isn't giving me any reason to continue living there.

There's a point where they should be held liable.  Sorry, but if it's happened several times, I'd be contacting the police and filing a report, so it's at least on paper.  An air compressor's one thing.  Four wheels & tires is another.
