Negitive degree weather Vs. Steering

Its been in the negitives for a while here, I actully think its affecting my steering....is that possible? :?  When Im not driving very fast like 5-10mph with no gas, steering is like impossible and about 20 degrees to the right or left is blocked and its really tough like that till about 90 degrees..... I cleared all the snow out of my wheel wells which was a surprising amount, freed it up alittle and then went out and it started acting up again after drifting in the parking lot. Went back and cleared out the wheel wells, not much at all. Im not quite sure what the problem is and I dont see any snow backed underneat. Can the cold do this? Lemme know, James
