how many runs would you expect at the test and tune?... i always work on sat, so i'd pretty much have to beg and plead just to go... 
Well its hard to say exactly how many runs you'll get but i can shed a little light on the test and tune.
Basically its not like the strict event formatt. You have to volunteer to work just as a normal race event however the amount and length of your volunteering is completely up to you.
What I did last year was volunteer to shag cones for a couple of hours straight, then did all my runs almost back to back and lefted. I worked from 10-1 and then did all my runs afterward. I did 6 or 7 runs then packed up and lefted by 2:30.
Test and tunes are great because you decide when you want to work, run, and leave.
My guess to why they limited the amount of participants is so that alot of people dont just take laps all morning and then skate off without working. If you do that you'll be asked to not return to a MoHud event
