I don't know if it's the same on the legacy as on the impreza...but:

Adjusting the cable: remove the center arm rest area, the adjuster is right there  :mrgreen:
Adjusting the shoes: There's a rubber grommet on the inside of the backing plate of the rear rotors, pull that out, insert screw driver and lift up a click at a time till they're snug and the wheel doesn't move, then turn back down about 7-10 clicks (if I remember right)

you should always adjust the shoes first.  The adjustment in the cable is to account for strech over the life of the car. 

I wonder if I have any baja stuff left that will fit your car?  I know I have an axleback that will bolt to your midpipe, but dunno if the hangars line up.
