Naturally Aspired Engines / '01 Forester P0420 fix?

I am in Colorado. but the car now resides in Clifton Park and needs to be emissioned in NY state.
The '01 Forester recently showed a P0420 DTC. This could be due to a few issues; the primary cat, O2 sensor, exhaust leak, engine temp.
In Colo. we have a tailpipe sniff test; true emissions. In NY there are work-arounds for the ECU.
I consider myself a savvy amateur mechanic, but I am not there to help my daughter.
The car is older and has miles on it. I can not justify spending premium money to fix it.
The choices are 1) cheap auto parts store after market cats that won't last. 2) expensive after market or factory cats.
3) weld-in after market cats at a muffler shop. 4) O2 replacement. (If I were there I'd test both the O2 and the cat.)
And, I / she doesn't have a clue where to get quality work done for a reasonable price (no hopeful/guessing parts changers, please).
Or the last choice.
There are issues of ethics, the environment and the law. and I respect all that, but...
The O2 non-fouler spacer solution.
Maybe the cat is bad, but the car runs fine. This is the cheapest first step solution.
So who can, who will do this work? IM or email me please.

The 2010 should call for 5w-30 oil. With that mileage, you want to make sure the timing belt service has been completed already.
Any word from Capitalland on what was causing your CEL issue? User Fastfreddyrs here on the forum used to work there, and also has his own specialty Subaru shop. Subie Soultions. Its a little bit of a hike from Schenectady, but worth it given how well he knows the vehicles.
Right now is a good time to get a stereo upgrade. There have been some good rebates through the end of the year, and the install looks to be relatively straight forward.

It's her first car and I am not familiar with Suburus but it was a clean one owner car from Pittsfield MA.
Of course she has it a week or so and forgets to close the sunroof one night when the remnants of Hurricane Florence passed thru.
Thankfully it was only open about a foot (that's what she told me) but believe me that was enough to soak the interior.
The rear foot wells seemed to take most of it but the seats were soaked too.
Inside seems to be dried out now but I know it's not completely dry.
Is there anything in particular I should be concerned about as far as the wet interior?
Electronics under the seat or anything else?
We had the CEL, Cruise and Traction Control lights come on simultaneously a couple of times.
I read somewhere on line that tightening the gas cap might fix it and it did.
Its been driven 3-4K since September so I had the oil changed at Wedekind. (I bought my car there and they seem to be a competent repair shop)
They told me they would put whatever oil the manufacturer called for in the car.
The CEL light came on two days later.
I have an appointment at Capitaland Suburu to have it checked out to see what could be causing it.
From the comments I've seen on here Capitaland seems to be a good place to take the car.
They can have it for a couple of days if they need to because she has use of another car for this week.
The only other thing I'd like to do is upgrade the radio to something with blue tooth so she can sync her phone to use hands free.

Usually the seals are pretty good, but my old outback had issue with the oil pump having bolts work loose and need a reseal as well. Other than that it never had engine leaks. My current legacy can't say that. My only concern would be oiling up the timing belt, but you might be ok if you can keep an eye on it.
It's a 2011. I figure they were hunting for some work. But it's odd they didn't mention my weeping head gaskets....
But I also just didn't know if it meant I should be making an appointment with Fred for some repairs or not....
